COVID-19: Business rates grants


The Welsh Government has introduced two grants for businesses that are registered as paying business rates on their premises, on or before 20 March 2020.

For Newport businesses these grants will be administered by Newport City Council.  

Update 22 May: this scheme will close to new applications on 30 June 2020 and applications must be made before this date - late applications cannot be considered.

Grant 1: A grant of £25,000 available to retail, leisure and hospitality businesses occupying properties with a rateable value of between £12,001 and £51,000. 

For businesses that occupy properties such as shops, restaurants, cafes, drinking establishments, cinemas, live music venues, hotels, guest and boarding premises and self-catering accommodation. 


Grant 2: A £10,000 grant available to all businesses eligible for small business rates relief (SBRR) in Wales, with a rateable value of £12,000 or less. 

A multiple property restriction, which applies to the Small Business Rates Relief scheme, also applies to this grant. Therefore, the same ratepayer may only receive the grant for a maximum of two properties in each local authority area.


You must make an application for business grants. To enable quick and efficient payments, please email confirming these details:  

  1. Name of the business

  2. Contact details: email address, telephone number, named contact

  3. Address of all premises used by the business

  4. Business Rate account number (from your bill)

  5. Business bank account details: account name, sort code and account number

  6. Details of the nature of the business

  7. Confirm that your business will not exceed the de minimis state aid limits if this grant is paid, read more about state aid limits and complete and return the attached declaration.

Our aim is to get this funding to businesses as soon as possible, the grant will be paid directly into your business bank account.

Grants provided via the Covid-19 NDR schemes will be provided to businesses under the de minimis Regulation (1407/2013). 

The de minimis Regulation allows businesses to receive up to €200,000 of de minimis aid in a three-year period. This consists of the current financial year and the two previous financial years. 

If you exceed the €200,000 de minimis limit, you may still be able to claim a grant, email the business rates team for further information at
